Hi kangling and welcome! Well, I'd like to help but actually I'm a bit confused regarding the question
To start with, I don't understand what you mean when you say "I have this image which fills an entire A3". Since the image prints very small, when do you see it filling an entire A3? Are you referring to a larger image (A3 size) that you scan and then open in Photoshop? Also, you said "I have to convert to JPEG each time I want to print a copy to get the right size". This too is confusing since saving an image as JPEG in Photoshop would not normally effect it's print size. If you could describe the problem in a little more detail I think that would really be helpful.
